I don't know if Gimp and Paint.net are very similar, but I know exactly how to do this in Gimp. You use the free-form select tool to draw an outline on the irises for both eyes on one person (if you do everyone all at once they'll be the same color) and then go to Colors-> Colorize and then fiddle with the bars to get the color. Paint.net might have a colorize option but it might be called something else, so try exploring the color tools. I hope this helps

That's weird, when I do it in Gimp it looks different :/ It might just be the difference in software.

did you try going from a dark and deep color close to the pupil and get lighter to the whites and mix light and dark in the middle?

No, I mean in general when I use the colorize tool it changes the color of whatever I'm working on, and all the shadows and highlights and whatnot stay the same. Ah it's hard to explain without pictures and this is probably straying from the topic a bit XD

The issue is that the picture is in grey scale. You need a picture in RGB mode to accurately manipulate the hue and saturation of it. Focusing mainly on Shim and emphasizing on Mark, this is what I came up with.
