Matt, ya beat me to this one. You're right on the money. The only time the Vice President votes in the Senate is if there is a tie between yea's and Nay's....but the Vice President resides over the Senate.

*****The Vice President is the President of the Senate, and as such, has the power to preside over any session of the Senate. I'm not exactly sure how powerful that makes him, though the Rules of the Senate do grant the President of the Senate a lot of procedural power. He does only have one opportunity to vote (to break a tie); and he is the presiding officer in any impeachment except that of the President.

the VP "RULES" over the senate and can be present at all meeting if they so choose. some VP's have made it a habit to preside over sessions just to get the feel for what is going on in the senate. they use this perk to keep in touch with the legislative branch and use it to their benefit to help push the agenda of the administration. maybe sarah plans on being hands on with the senate. if her past is any indication, im sure she will be very active in pushing reform bills through the senate.

Standing Rules of the Senate
RULE I
APPOINTMENT OF A SENATOR TO THE CHAIR

1. In the absence of the Vice President, the Senate shall choose a President pro tempore, who shall hold the office and execute the duties thereof during the pleasure of the Senate and until another is elected or his term of office as a Senator expires.

2. In the absence of the Vice President, and pending the election of a President pro tempore, the Acting President pro tempore or the Secretary of the Senate, or in his absence the Assistant Secretary, shall perform the duties of the Chair.

3. The President pro tempore shall have the right to name in open Senate or, if absent, in writing, a Senator to perform the duties of the Chair, including the signing of duly enrolled bills and joint resolutions but such substitution shall not extend beyond an adjournment, except by unanimous consent; and the Senator so named shall have the right to name in open session, or, if absent, in writing, a Senator to perform the duties of the Chair, but not to extend beyond an adjournment, except by unanimous consent.

One thing I don't understand about this election is all the undecided voters. What the hell? After two plus years of two completely different candidates, you're still not sure?
